The TRL scale is a method for ascertaining the technology maturity of an idea, concept, or innovation as it progresses through its various stages of development, using a scale of 1 to 9 with 9 being the most mature. The vast majority of these federal funding opportunities rely on annual appropriations from the U.S. Congress to make funds available. These funds support the programs that stimulate ingenuity, support innovation, prove out and validate new ideas, lead to the introduction of new products and new technologies, create jobs, improve the quality of life, solve problems, and drive American competitiveness and global leadership.
